Create a new template-level object for builders to upload a template manual/guide in a .docx or .pdf format.

Also include column in application templates table so manual could be easily downloaded.

@Thomas_937381 (and others), which would be more useful, a manual that's a separate document or commenting/annotating steps within the pushbot?

@Jeff_826598 I think both would have different value. I would look at a manual as providing more of the business rationale for the use case, assumptions about how the process should work, known exceptions, etc.
