Send an Email Action: CC Email Behavior
When using Email: Send an Email action with multiple email addresses in the 'To address' field and an email address in the 'CC' field, the CC email receives multiple emails from the same action. The number of emails sent to the CC address directly matching the number of unique email addresses in the 'To address' field.
As an example, if I have 20 unique email addresses in the 'To address' field, the CC email receives 20 of the same email. Is this behavior expected based on the way we send emails with this action? It looks like each 'To address' is considered a distinct email (not a single email to all listed in the 'To address').

There is an open issue where Email: Send an Email emails each To Address individually and adds the CC address on each individual email.
This does not prevent the CC addresses from receiving an email. The CC addresses will receive one email.
One workaround option is placing one single address in To Address, and CC everyone else.
