Email actions: Send one email to all addresses

Currently, email actions send each email separately when there are multiple recipients. It would be more natural to adhere to how emails are manually sent, in which all the recipients would receive a single email. Then it is clear to each recipient who received it, and they could use Reply All to communicate with the other recipients.
