Changes to the Update a User action

Catalytic deployed platform enhancements to improve security on June 14th, 2022. Included in these changes was the disabling of the "Update a User" action, which we determined was no longer in active use by our customers. This action will no longer appear as an option when building Workflows, and any already configured steps will result in a fix task indicating that the action is disabled.
