Field update action is not functioning

Hello,
I'm working on a bot which has a requirement to check certain associate criteria for eligibility. The bot looks up the associate and pulls information from a data table. I then have a series of conditional steps to update a new field {{eligibility}} if the conditions are met.
For example:

The problem I'm running into is that These steps are skipped, even if the conditional criteria is met:

The field types are both Text, so I'm really not sure what's happening.
