Problem:
As a builder, I want to view and pick new or older versions of an action so that I can keep my process up to date with the latest action version or rollback to a stable version
Idea:
- When an action is picked from the action library, default to the latest (stable) version
- When an action is picked from the action library, include a way to select the version through the UI
