Date and Time Field Type: Preserve User Time Zone

Today, a date-time value entered into a Date and Time field type outputs a UTC time.

Date and Time field types should give you an option to preserve the user's local time (if entered view form or task) so you know the user entered Aug 13th 3:00 PM Chicago local time, instead of 2020-08-13T20:00:00.000Z.
