Customize where to add a row to a data table

Sometimes when you add a row to a data table you need it to be add somewhere other than the bottom of the table. It would be great to have the ability to configure where the row goes (i.e. bottom, top, or at a certain index).

I'm wondering if these are actually 2 different ideas that could be edited a bit for clarity.
It looks to me that @Sophie_421760 idea above is talking about the Add Row action, and @Carli_954489 is maybe talking about adding a row through the UI.
Is that right?
