Linking to a PDF in a new tab

Is it possible to create a link to a PDF that will open a new tab rather than downloading the document?

For my case I am trying to scan in data of a PDF, and if there are any issues, then send a task with the PDF back out along with a link to a table so the customer can input information about the PDF manually. I can have a link to download the PDF in the task, but don't know if there is a way to link to the document without downloading.
