I want to add a notes field to a pushbot that is only required if another field in the action is marked "yes". The conditions for fields hides them until they are satisfied, but can you mark a field required, and then submit the form if its condition is never met and it isn't displayed?

Yes, it is possible to make a field conditionally required.
When creating a field you should see a "Conditions" option in the menu. Set your conditional field (I.E. add notes) to equal "true".
When you navigate back to the Pushbot, upon selecting "true" from your options menu, the field should appear.
Make sure the conditional is set to lowercase "true"; it won't work if "true" is capitalized. I am happy to share an example with you from my Pushbot team.
