Download templates using links instead of web form selection

Hi team,
I have lots of templates (xlsx type) that I'd like to include in our webform which the users can download. Previous design is to upload the files in the webform and for it to appear base on condition selected.
The flow is like this
1. Select type of transaction (Download Templates)
2. Select Conditions 1 and 2
3. Link appears below like
I'd like to make it more dynamic.

I also think of adding all of them in a table format with each download links added but it seems messy.
