Due date as a percent against deadline

Specify total routine due date, and allocate a percentage of time for each task. So, instead of saying Task A is due in 24 hours, say Task A is due in first 10% of run, so if Instance is 10 days, it would be 1 day. If Instance is 1 day, it would be 2.4 hours.
