If I have a workflow with a data retention policy set, as well as a Data Deletion: Save tables step, is there someplace to access that table once the instance is cleared? Do I need to create a data table that is an index of tables, and record the table ID there before the retention policy runs?

There is not currently a resource of tables saved when their run is deleted. The approach you described would be good: track the tableID of the run-generated table in a separate table. Just make sure that the tracking table is not also generated in the run!
